The report set out for endorsement a response made to a consultation from the Department for Communities and Local Government (CLG) on a code of recommended practice for local authorities on data transparency. Since the consultation period expired on 14 March a response had been agreed informally with the Leader and Cabinet Member for Finance.

In addition consideration was given to draft responses to two further consultations from CLG in respect of the Community Right to Buy and the Community Right to Challenge. In relation to the former, concern was expressed that smaller parish councils were unlikely to be in a position to raise the resources to take advantage of the proposed approach in the consultation document. An observation was also made that many parish councils were formed without the need for elections, leading to a "democratic deficit".

The Cabinet resolved that:
1) the response made in consultation with the Leader and Cabinet Member for Finance to the consultation on data transparency be retrospectively endorsed;
2) the fundamental points and the detailed response to the consultations in respect of Community Right to Buy and Community Right to Challenge, as set out in Annexes 2 and 3 to the report, be endorsed subject to the inclusion of the additional observations relating to parish councils; and
3) copies of the responses be sent to the local Members of Parliament.
